Trade in Carbon and Carbon Tariffs

چکیده
Abstract Carbon-based import tariffs are proposed as a policy measure to reduce carbon leakage and increase the global cost-effectiveness of unilateral CO 2 emission pricing. We investigate case for tariffs. For our assessment, we combine multi-region input–output computable general equilibrium analyses based on data from World Input–Output Database period 2000–2014. The analysis confirms that embodied in trade has increased during this period, but flows Non-OECD OECD countries became less important relative terms since 2007–2008 financial crisis. suggests tariffs’ efficacy combating increases periods when increases. However, its potential improve global-cost effectiveness pricing remains modest. Embodied Carbon Tariffs
Embodied carbon tariffs tax the direct and indirect carbon emissions embodied in trade — an idea popularized by countries seeking to extend the reach of domestic carbon regulations. We investigate their effectiveness using simulations from an applied general equilibrium model of global trade and energy use. We find that the tariffs do reduce foreign emissions, but their ability to improve the g...
متن کاملCan Carbon Based Import Tariffs Effectively Reduce Carbon Emissions?
We estimate CO2 implicitly contained in traded commodities based on the GTAP 7 data: While net carbon imports into the industrialized countries amount to 15% of their total emissions, net carbon exports of the developing countries amount to 12% of their total emissions, and net carbon exports of China amount to 24% of China's total emissions. We also analyze policies under a global per capita e...
متن کاملThe Strategic Value of Carbon Tariffs∗
We ask whether the threat of carbon tariffs might lower the cost of reductions in world carbon emissions by inducing unregulated regions to adopt emission controls. We use a calibrated simulation model to generate the payoffs of a game in which a coalition regulates its own emissions and chooses whether or not to employ carbon tariffs against unregulated regions. Unregulated regions respond by ...
متن کاملThe Strategic Value of Embodied Carbon Tariffs
Unilateral carbon policies are inefficient due to the fact that they generally mean that abatement takes place in high-cost countries and because they are subject to carbon leakage. In this paper, we ask whether the use of carbon tariffs — tariffs on the carbon embodied in imported goods — might lower the cost of achieving a given reduction in world emissions. Specifically, we explore the role ...

Unilateral carbon policies are inefficient due to the fact that they generally involve emission reductions in countries with high marginal abatement costs and because they are subject to carbon leakage. In this paper, we ask whether the use of carbon tariffs — tariffs on the carbon embodied in imported goods — might lower the cost of achieving a given reduction in world emissions. Specifically,...
